I. LEGISLATIVE NEWS AND ACTIVITY
Executive Director Jim Pasco met with Vanita Gupta, who has been nominated to be the next Assistant Attorney General for the Civil Rights Division at the U.S. Department of Justice, to discuss her vision and priorities after she is confirmed.
Senior Legislative Liaison Tim Richardson represented the FOP at an event celebrating the 20th anniversary of the establishment of the Office of Community Oriented Policing Services (COPS) at the U.S. Department of Justice. U.S. Attorney General Eric H. Holder was the keynote speaker at the event, which also featured the current and prior Directors of that office.
Senior Legislative Liaison Richardson spoke with John F. Awtrey, Jr., Director of Law Enforcement Policy and Support in the U.S. Department of Defense (DoD) about joint efforts to push legislation to give statutory arrest authority to all civilian law enforcement officers employed by DoD.
Senior Legislative Liaison Richardson continued his participation with the Justice Department's Comprehensive Law Enforcement Review Project.
Legislative Liaison Marie Carchedi represented the FOP at a monthly meeting of other law enforcement and criminal justice groups.
II. THIS WEEK IN CONGRESS
Both the House and the Senate returned to session on Wednesday. The Senate and the House Republican caucus held leadership elections and retained the existing leadership teams, though the Senate majority will be Republican for the 114th Congress. The House Democrats will hold their leadership elections next week.
Action in the House
The House considered and passed H.R. 5682, a bill which would approve the construction an operation of the Keystone XL pipeline, on a 252-161 vote.
Action in House Committees
The House Armed Services Committee's Subcommittee on Oversight and Investigations held a hearing entitled: "The Department of Defense Excess Property Program in Support of U.S. Law Enforcement Agencies: An Overview of DoD Authorities, Roles, Responsibilities, and Implementation of Section 1033 of the 1997 National Defense Authorization Act."
Action in the Senate
The Senate confirmed two Federal judges--one for the northern District of Georgia and one for the District of Columbia.

C. Support Legislation to Grant Statutory Arrest Authority to Civilian DoD Law Enforcement
The FOP is engaged in an effort to incorporate language into the Defense reauthorization bills.
